Key Job Accountabilities

  • Supports the NFS Onshore EPC project in all SHES related disciplinesand scope of work with particular focus on Security & Emergency Responserelated matters. Shall be flexible and team- orientated. Supports the SHESManager Shared Resources as the key focal point for site activities related toSecurity & Emergency Response.

  • Provides oversight in field for newly onboarded EPC CONTRACTOR,SUBCONTRACTOR(s) and Vendors across all EPC packages, to verify understandingand compliance to project Security & Emergency Response requirements.Monitors the performance of Security & Emergency Response personnel. Alsosupports traffic management, control and oversight in support of relevant EPCpackage PMTs, including the oversight of the Traffic Violation Tribunal (TVT).

  • Champion on-site awareness for Security & Emergency Responserequirements amongst CONTRACTOR and among PMT. Daily monitoring of accesscontrol and Security & Emergency Response personnel Tool Box Talks (TBT)and Task Instructions (TI), providing coaching and leadership to CONTRACTOR andits SUBCONTRACTOR(s) as required.

  • Supports theCONTRACTOR development of Security and Emergency response drills and exerciseschedules that rigorously tests the project operational readiness. Whereappropriate, such drills and exercises will include RLIC and other externalagency participation and observation. Ensures that the appropriate pre-plannedsecurity and emergency response actions are taken during crises, incidents andemergencies to secure the optimum result with the absolute minimum impact onproject activities.

  • Verification of Security & Emergency response site resourceallocation, competencies and performance. Supports the review and approval ofrelevant Security & Emergency response personnel during mobilization forall organizations & provide mentoring and promote development of suchpersonnel.

  • Provides oversight on the operation of the Joint Operation Center (JOC)including the issuance of alerts and notification of events.

  • Liaise with internal/external groups as and when required incoordination with SHES Manager Shared Resources and Rescue Head, e.g. QG MajorProjects, CONTRACTOR, SUBCONTRACTOR(s), RLC, and QP etc.

  • Manage Security & Emergency Response related interface with RLIC onbehalf of CONTRACTOR when required.

  • Demonstrate strong leadership and visible presence for in fieldactivities to build the securityculture and emergency response readinessthrough continual improvement on the project, through all phases of the workincluding SIMOPS.Participates in Security & Emergency response relatedmeetings across all EPC pacakes as needed, and participates in meetingsinvolving CONTRACTOR Security & Emergency Response problems/incidents.Participate in site reviews, walkthroughs, audits as well as Camp related Security& Emergency Response matters.

  • Ensures NFS Onshore Security and Emergency response procedures acrossall EPC packages are kept current, updated and aligned with QP, RLIC and state agencystandards and requirements.

  • Communicate such procedures and ensure that the appropriate training bythese procedures is performed.

Minimum Requirements             

  • Emergency Response related degree /diploma; or 20 years’ experience inlieu of degree.

  • FEMA Professional Development training suite or equivalent.

  • TapRoot® Advanced Root Cause Analysis training or equivalent.Minimum often (10) years industry relevant Environmental experience.

  • International project experience with Tier-1 EPC Contractors or Client,involved in the construction of onshore production facilities (i.e. greenfieldand brownfield work).

  • Sound knowledge of the project execution process in large-scale projectenvironments (expenditure >US$ 1 Bn).
