Job Description – QA/QC Specialist – Pipelines
Job Specification

Responsible for assisting the Headof Quality – Offshore in implementing the Construction Surveillance Program,and for ensuring the effective implementation of Contractor’s QualityManagement System, for construction of offshore pipelines
-
Providing continual communication,coordination and advice to the Head of Quality – Offshore and Head of Pipelineson construction quality issues and the quality performance of the Contractor,Subcontractors and Vendors.
Key Job Accountabilities & Responsibilities
-
Assist and support the Head ofQuality Offshore in implementing the Construction Surveillance Program forPipelines to confirm that all fabrication, construction and installationactivities are compliant with project specifications , including:
-
Development of ConstructionSurveillance plan for each pipeline construction and installation activityidentifying key inspection interventions
-
Reviewing and approving Contractorsand Subcontractors Inspection & Test Plans, quality control procedures andtesting procedures
-
Attending regular constructionmeetings with Contractor and subcontractor to monitor progress and review and resolve qualityissues arising
-
Assigning and managing inspectionresources using QG approved inspection agencies to conduct surveillanceinspections at fabrication and laydown yards and on offshore vessels andworksites
-
Conducting Flawless Qualitytraining programs in conjunction with Contractor to eliminate common defects
-
Conducting regular sitewalk-throughs with laydown yard or vessels management team to highlight qualityissues and identify areas for improvement

Implement Deficiency ManagementProgram to ensure that deficiencies and non-conformances relating to pipelinesare identified, recorded, investigated and resolved to maintain compliance withproject requirements

Actively participate in:

Quality Audit Program to confirmthat pipeline construction and installation activities are conducted inaccordance with agreed plans and implement:
-
Lessons Learned Program to activelyand continuously capture learnings from pipeline construction and installationactivities and to use them to develop and optimize process or specificationimprovements
-
Issues and Risks Program relatingto pipeline construction and installation activities and ensure that issues andrisks are captured and treated promptly and effectively
-
Implement Quality ReportingProgram to monitor pipeline construction and installation activities; and to communicate and report on qualityperformance, issues and risks, and developing trends to Head of Quality – Offshoreand Head of Pipelines

Maintain interfaces, includingwith:
-
Pipelines Team to ensure thatquality issues are resolved promptly and effectively
-
Systems Completion Team to ensurethat inspection records are aligned with and support systems completion
-
Project Management Team to providefeedback on quality issues; to expedite closure of lessons learned; to providefeedback on quality performance generally
Person Specification – Minimum Requirements
-
Bachelor Degree in Engineering orWelding
-
Additional quality, welding or NDEinspection related qualifications
-
Minimum of 15 years broadexperience in execution of major oil & gas projects, including at least 10years involvement in the construction of subsea pipelines
-
Minimum of 10 years experience ina supervisory capacity of quality or inspection
-
Minimum five years experienceworking in the Middle East, with prior experience executing projects within theState of Qatar strongly preferred.
