Primary Purpose of the Job
To lead and be responsible forthe Mechanical Engineering (including Static, Piping, HV AC andRotating Equipment)technical input into the design, fabrication, construction, testing,installationand commissioning of the offshore facilities of Bul HanineRe-Development, with focus on thesuccessful execution of the project on time,within budget and in accordance with the agreed projectrequirements,specifications and standards.
Principal Accountabilities
1. Accountable for the technicalintegrity of the engineering and design activities within the MechanicalEngineering discipline and for ensuring that safe, cost-efficient and on-timeMechanical Engineering design is developed for the project.
2. Be responsible for and providedirection to the technical services in the Mechanical Engineering elements ofthe project scope, with special attention to the Design Basis, FEED and EPICscope preparation and execution, design/ safety/operations reviews, procurementof equipment & materials, factory acceptance test, vendor selection, andtimely resolution of technical and engineering issues, in coordination withManager Facilities (Phase 1 / 2) / Engineering Manager, other Head DisciplineEngineers and relevant QP stakeholders.
3. Be the project's technicalexpert in the Mechanical Engineering discipline and be the final technicalapproval authority for deviations and derogations against project specificationand Mechanical Engineering technical standards.
4. Lead the MechanicalEngineering team in developing design scope and ensure that all relateddeliverables are in compliance with the applicable codes, standards, Projectand Corporate requirements and procedures.
5. Coordinate and align theMechanical Engineering interfaces between the project phases and direct theContractors design efforts accordingly taking into account safety, start-up,cost and constructability impacts.
6. Establish professional workrelationships with FEED and EPIC Contractor, represents QPs interest and directContractors with any technical queries and interpretation of scope,specifications and standards.
7. Maintain an overview of the projectMechanical Engineering capability and highlight to Engineering Manager anycritical resourcing issues.
8. Provide technical guidance and prepare theMechanical Engineering specific elements for the FEED and EPIC tender,procurement activities, technical bid evaluation, technical queries raised byContractors.
9. Participate in Technical bid evaluation andprovide necessary guidance in selecting the FEED and EPIC Contractors.
10. Lead the selection of suitable equipment& materials, field devices, and other Mechanical Engineering specificsystems as per design, evaluate options and select best techno-economicsolutions for project facilities.
11. Endorse the Mechanical Engineering designcalculation reports, system studies, design philosophies, software model inputand output, drawings, data bases, specifications and vendor data.
12. Provide technical guidance during FEED,detailed engineering, procurement, fabrication, testing, installation,commissioning/start-up stages of the project and monitor the implementation ofQA/QC processes, in order to achieve deliverables and facilities that meetproject requirements.
13. Ensure that design integrity is maintainedthroughout fabrication through correct handling of site queries and properapplication of QA/QC processes.
14. Provide guidance and support to conductSafety and Design Reviews in coordination with Manager Facilities I EngineeringManager, other Head Discipline Engineers and the Loss Prevention Engineers.
15. Supervise team members and support thedevelopment ofQatari Nationals by ensuring that they receive proper jobtraining and development.
Decision Making Authority
· Planning,execution and decisions for the Mechanical Engineering design activities ontime and within budget, and as per agreed project requirements andspecifications.
· Responsiblefor complex technical solutions during the execution of the project.
· Operatewithin the framework of established company policies and departmentalprocedures, guided by engineering codes, standard practices and procedures.Work accomplishments are not subject to third-party checks. The work isoccasionally overviewed by the Engineering Manager.
