Construction Superintendent Lifting & Scaffolding

Job Specification:

Expertise in heavy and critical lifting operations;review/audit of lifting equipment; review of lifting plans and liftingprocedures and ensure compliance of lifting and scaffolding operations withQatarGas HSE rules.

Key Accountabilities:

  • Act as the focal point on site for all lifting andscaffolding works and ensure all activities are undertaken in compliance withCompany Safety, Health and reulatrions.

  • Liaise with contractor Lifting Superintendent/ team toverify and ensure all lifting activities are well planned with all risk factorsconsidered and adequate lifting plan in place for a safe and successful lift.Shall review the lifting plans, crane and operators certifications, and otherground and environmental conditions and ensure activities are safe to commence.Shall ensure the all lifting activites meet Qatargas Code of practise forlifting equipment and scaffiolding materials.

  • Provides technical support for the selection andqualification of lifting operations, lifting and scaffolding contractors /sub-contractors and ensures contractors’ processes and procedures are effectiveand meet QG standards and requirements and are in line with Qatar governmentregulations.

  • Perform daily inspections using “safety tools” (e.g. JSA’sMethod statements, PTW, compliance check lists, KPIS check (Comply/Intervene/Care check lists); Check regularly the actions tracking register andadvise the HSES Head on progress of actions closure.

  • Review and recommend improvements to key scaffolding andlifting practices, procedures and plans ensuring effective and smooth projectexecution.

  • Coordinates with Major Projects lifting SME, OPCO LiftingSME, Company Representative, Head of HSE, Contractor and TPIA for Lifting related issues.Review and approvenon-routine lifting plans and scaffolding plans.

  • Participate in inspection of lifting equipment andscaffolding materials to be used on NFXP Project including hired andcontractor’s equipment. Perform surveillance inspection on the Contractorslifting an scaffolding equipment and verifies its condition, validity andscaffolding tags for continued use.

  • Randomly verify the record of pre-use checks carried out onlifting equipment on a case-by-case basis during the day-to-day operations.

  • Participate in review and approval of technical offers ofnew lifting and scaffolding equipment prior to endorsing placment of anypurchase order by contractor.

  • Responsible to oversee the execution of lifting andscaffolding activities at site and participates in root cause failure analysisfor lifting equipment failures and issues related to scaffoldingconstruction/materials.

 

Minimum Requirements

  • Degree/HNC in engineering discipline preferred and/or tradecertificate in occupational health and safety with relevant significateindustry experience in lifting/scaffolding operations supervision of major EPCContractors in fabrication yards.

  • 8 years overall experience with minimum 3 years in a similarrole.

  • LEEA Level 3 certified or HNC / NVQ Level Rigging andlifting.

  • BS5975 / CITB/ CISRS Advanced scaffolding Inspector.

  • Knowledge of the different types of offshore and onshorecranes.

  • Member of LEEA, experience in lifting engineering (loadcurves, bearing capacity effect of the ground, stability of barges).

  • Knowledge of International standards such as LOLER,ILO, BS,PUWER and experience in regulatory compliance

  • Experience of Fabrication yards with multilingual workers,

  • International project experience with Tier-1 EPC Contractoror Client, involved in fabrication of Topsides and Subsea Structures (i.e.greenfield and brownfield work).

  • Valid Bosiet is a plus.
