Part A: Job Specification – Construction& Installation Manager

Job Purpose

· Responsible for defining and proposing the construction, preservation and installation strategies and plans for the Topsides and Pipelines of NFE Offshore. The strategies and plans shall ensure the best and most efficient construction and installations of the assets; for ensuring the objectives, for the construction, transport and installation of the NFE Offshore Topsides and Pipelines, are safely met as per applicable SHE&S and quality standards, and within the approved budget and schedule; for defining the EPCI ITT scope(s) of work, key milestones and reviewing/validating the “fabrication and/or installation” subcontractors AVL and manage all construction and installation requirements of the Topsides and Pipelines Project, including work preparation, identifying main risks and proposing early mitigation from FEED stage onwards.

Key Job Accountabilities (Max 10, each unique, exclude generic)

General / Management / Supervision

· Assist in setting-up the construction and Installation team organization for the EPCI phase in liaison with Topsides and Pipelines FEED manager.

· Identify and organize all required construction and installation support (Third Party support, Joint-Venture partner technical support, etc.) in liaison with the Topsides and Pipelines FEED manager.

· Identify construction and installation risks and implement mitigation measures. Report Risks to the NFE Offshore Topisdes and Pipelines FEED Manager; perform yard visits and evaluation as required; review the EPCI schedule level 3 prepared by the FEED Contractor; input into owners cost and budget for execution phase of EPCI.

· Responsible for defining the EPCI ITT scope(s) of work, key milestones and reviewing/validating the “fabrication and/or installation” subcontractors AVL and manage the input for the fabrication yard assessment procedure/questionnaire; responsible for the “construction, preservation and installation” evaluation of the EPCI tenderers’ proposals.

· Responsible for defining the Company Construction, Preservation and Installation follow-up execution plan and organisation.

· Responsible for the delivery of Gates “construction and Installation” deliverables

· Review FEED Contractor documentation related to construction and installation and participate to Constructability review, Hazid workshop, etc.during FEED.

· Responsible for the delivery of Gates “construction and Installation” deliverables.

· Review and Evaluate EPCI tender proposals with focus on construction facilities and manpower, construction sequences and planning. Participate in clarifications meetings. And participate in recommendation for the selection / recommendation of the best technical proposal.

PartB: Person Specification – MinimumRequirements


· Engineering Degree

Knowledge and/or Experience

· Minimum 20yrs experience in construction, installation integration, pre - commissioning within the offshore oil and gas industry.

· Experience with Integrated deck (>5 000 Ton) or Topsides modules (> 20 000 Ton) construction work at management or site representative level in South East Asia and exhaustive experience for the preparation, fabrication, transport and installation of platforms with EPCI contractors.

· Have worked in similar roles in heavy-lift & pipe-lay vessels.

· Application and in depth knowledge of stakeholder specifications and a working knowledge of Industry standards

Technical and Business Skills

· Able to manage a multi-cultural team committed to meeting project objectives.

· Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT

· A high level of proficiency in written and spoken English
