·     Developand lead comprehensive Loss Prevention activities including input and review ofphilosophies, codes of practice and standards during early project planning,detailed EPC, commissioning and start-up to ensure compliance with NFEstandards.

·     Leadthe development of the Design Safety Case and associated deliverables andensure these are reviewed and aligned with the OPCO

ReviewContractor’s Loss Prevention/Process Safety Engineering design deliverables.  Support the EPC by providing clear and timelyguidance to close out LP studies/activities to complete engineering designmilestones

Internal

·      Regularinterface and collaboration with Engineering Manager, Head Electrical, Process,Main I&C, Mechanical, Machinery, Piping and Civil/Structural Engineers,Operations Advisor, Engineering Advisors and Facility Engineer in NFE Onshoreorganisation.

·      Frequentcontact with Operations, SEQ, and Engineering departments in QG.

 

External

·      Continuousinteraction with contractor Loss Prevention Leads, Senior Engineers andassociated vendors and engineering sub-contractors.

Limitedinteraction with shareholder representatives

·        Conductstechnical evaluations of multiple tenders for large capital projects, includingrisk based evaluation of complex technical issues, which may have a significantcommercial impact on project execution, ensuring tenders are compliant,technically qualified, and consistent with project requirements. Indirectlysupervises contractor’s Loss Prevention Engineering personnel to effectivelysteward the Loss Prevention scope in accordance with project requirements, fromcontract award until delivery.

·        Majorchallenge for this role is maintaining effective working relationships withcontractor and stakeholders (e.g. Operations and SHEQ) to ensure alignment onoverall delivery of Loss Prevention scope in accordance with project requirementsand plan.

·        Completinga large number of SHEs studies in a timely manner to make design decisions tomeet project execution milestones. 

Makepractical judgements and make decisions on LP issue resolution

1.       Coordinate Loss Prevention Engineering project deliverables withContractor personnel, Project Management Team (PMT), Qatargas operating andproject personnel.

2.       Lead / Drive EPC contractor to deliver technical safety studies (e.g.QRA, HAZOPs, PHA studies etc.) to deliver per execution plan.

3.       Ensure cost effective Loss Prevention programs are utilized by PMT toimprove project efficiency, reduce costs, maintain high quality safety levelsand schedules.

4.       Participate in Loss Prevention activities at Contractors’offices to align plans and schedules with safety and operational requirementsas agreed in project deliverables.

5.      Stewardcontractors’ Loss Prevention execution activities by understanding plans,procedures, objectives and overall job requirements; verifying contractoremploys adequate numbers of qualified personnel, appropriate design toolsincluding computer hardware and software; adheres to specifications, standardsand design verification processes and provides all contract documentation forLoss Prevention scope including accurate and timely progress reportingmeasures.

6.      Advisecontractor Loss Prevention organisation in respect to compliance with Qatargaspolicies for prevention of information brokering and business standardsguidelines; engineering and design procedures, processes and deliverables;staffing plans, personnel suitability and adequacy and the successfulresolution of any claims.

7.       Monitor the Loss Prevention Engineering schedule andcritical milestones developing and managing recovery plans to address anydelays.

8.       Manage interfaces with NFE Onshore Engineering Manager andEngineering team Heads to gain alignment on Loss Prevention Engineering needs,objectives and requirements.

9.      Overseethe timely delivery of technical attachments and scope description to all LossPrevention related purchase orders and own related technical attachments andscope description in all fabrication and construction contracts.

Deliverthe Design Safety Case that meets the Project’s and OPCO’s requirements
Bachelor Degree in Chemical, Mechanical, SafetyEngineering or equivalent

·        20years’ experience within industrial safety and loss prevention in the oil andgas industry with emphasis on risk assessments, safe systems of work, andemergency procedures, preferably in a major project environment. At least 5years in a Major LNG project

·        Experiencewith Quantitative Risk Assessments

·        Experiencewith fire fighting design

·        Experiencewith HAZID, HAZOP, Bow Tie Analysis, Physical Effects Modelling

·        Experiencedeveloping Design Safety Case
