Job Purpose


·      The Fabrication Yard Senior Inspection Engineer, reporting directly to the fabrication and Installation Quality Lead, responsible for supervising COMPANY QC discipline Inspectors QA & QC (the discipline) activities carried out by Topsides, and Jacket Contractor and Subcontractor at the main Shipyard Construction site during the Construction, and up to and including Mechanical Completion stages.

·      Ensures the effective Quality implementation and oversight of the Contractor Quality activities at all fabrication locations and provides participation in NCR and CAR clearance and investigation of debottlenecking activities to ensure effective resolution and clearance of punches, field inspection expertise and minimization of site equipment and preservation issues



Reporting and Relationships

·         Reports to Fabrication & Installation Quality Lead

·         Manages a team of 15-20 indirect inspectors provided by contracted manpower agencies.


·       Engagement with  Project Management Team.



·       Frequent contact with, Contractors, Sub-Contractors, vendors and sub-vendors.

·         Manages the implementation of PMT Quality solutions in a timely and cost-effective manner that compliments safety, cost and schedule.


Key Job Accountabilities

  1. Promote project Quality and Safety awareness through the project
  2. Oversee and ensure that contractor and subcontractor’s implementation of Quality plan, ITP and Quality procedures related to Material receipt, welding, construction and NDE activities and ensure compliance with the project specification, code and standards through daily surveillance and random inspection of the work

3.       Organize and coordinate the QC discipline Inspector(s) tasks and activities in line with project Specification, supporting and directing them in their roles, responsibilities and objectives.


4.       Oversee the verification programmes related to Positive Material Identification (PMI), NDT and competency evaluation for UT NDE technicians in relation to manual /Phased Array Ultrasonic Testing (PAUT)


5.       Ensure the implementation and monitoring of NDE UT and Radiography weldment Cross Checking Program, by all parties COMPANY, Contractor and their NDT sub-Contractors


6.       Monitor and control the implementation of the approved drawings, approved QA/QC plan, Surveillance plans, Inspection and test plans and project procedures.


7.       Review the Design Change Note (DCN) and Design Deviation Request (DDR) and ensure the documents are closed as per the Company requirement.


8.       Review engineering design documents and drawings prior to work execution and proactively address any problems. (specification requirement and Constructability Assessability).


9.       Review the Sub contractor’s IFC drawings against EPC Contractors design drawing.


10.   Review and verify Contractor and the Sub contractor’s As-built drawings against EPC Contractors design drawing, engineering packages and Local purchase orders


11.   Ensure the tracking of anomalies and non-conformities (NCR/CAR) performed by the Contractor/ Subcontractor and ensure correct follow-up activities, for verification of closure in accordance with contractual requirement.


12.   Review and comment EPC Contractors and sub contractor’s progressive compilation of certification, inspection records and final documentations is in accordance with the contractual requirement for handover to Company.


  1. Monitor the fabrication Yard and sub contractors , construction activities including QA/QC function to identify deficiency and introduce corrective action for improvement
  2. Schedules and coordinate assessments of Inspection and Test Plan activities to ensure continued compliance to the Quality Plans and Procedures.

15.   Ensure and implement the Project Surveillance plan for all the discipline’s.


16.   Identify areas of concern on welding, Construction, NDE problems as they arise. Assist in determining the root cause and recommending corrective and preventive measures.


17.   Conduct/participate in CPY/CTR’s project audit and Surveillance and ensure the follow up in accordance with contractual requirement


18.   Attend and participate in daily/weekly QA/QC meetings; Attend, when requested, the various construction meetings, and provide support to the PMT in its various reviews.


19.   Ensure Contractors compliance to the approved Storage and Presevation procedures and schedule


  1. Monitors Punch list exercises and develop and analyze trends.
  2. Conducts root cause evaluations as directed by Fabrication and Installation Quality Lead.


  1. Works in co-operation with the site PMT Construction Managers, Field Engineers and Procurement Advisors on all QA/QC matters.
  2. Responsible for implementing and recording construction quality surveillance programs, monitoring Contractor performance and review of the Punch List submittals.
  3. Provides a liaison role between PMT Site Inspectors and their effective surveillance and punch list responsibilities.





PartB:  Person Specification – MinimumRequirements



·         Degree or Diploma in Mechanical Engineering or equivalent preferred.

Knowledge and/or Experience


·         Valid AWS CWI or CSWIP certification in welding inspection with a minimum of 15 years’ experience in welding inspection after the certification.

·         Shall possess excellent knowledge on multiple welding processes, and associated base metals, filler metals.

·         NDT level II in RT, UT, and PT & MT. Shall have prior experience in working with cladded (UNS N08825 & UNS N06625) piping system.

·         Sound knowledge of welding inspection and Dimentional control techniques including , but not limited to internal  and external Video and laser survey Inspection, Intermediate RT, laser measurements for hi-lo, external visual inspection.

·         Minimum 5 years experience working in South East Asia Region

·         Sound knowledge of coating and anti-corrosion systems and application

·         Excellent written and verbal English language communication skills.

·         Well-developed interpersonal skills and the ability to influence decisions using presentation, negociation and facilitation skills.

·         Ability to manage development and implementation of Projects Managements Systems adapted to Oil & Gas industry.

·         Ability to interact with senior leader in QG, and shareholders confidently.

·         Reuires strong analytical, organisational and planning skills
