Job Purpose

 

·      The Civil Engineering Head is responsible for all project activities related to civil engineering.  He will steward civil engineering activities to ensure quality and timely delivery of civil engineering scope.   Drive the EPC contractor by providing clear guidance and facilitating resolution to issues to complete civil engineering activities.

 

 


Key Job Accountabilities

1.        

Job Purpose:

The Civil Engineer Head is responsible for overseeing the EPC Contractor’s activities for the design, integration and testing of the NFE Onshore Project Civil engineering deliverables in accordance with the Project Specifications and EPC Contract requirements. The position is responsible for the following activities: 

1)      Stewards all phases of Civil engineering and ensures that the Safety, Quality, Schedule and Cost objectives of the project are met within his/her area of responsibility

2)      Coordinates civil input to multi-discipline activities to ensure equipment packages with civil scope designed are designed well and in time.

3)      Delivers quality civil engineering work products in a timely manner to support construction activities and eventually pre-commissioning/commissioning of civil scopes.

4)      Supports Operations during the Start-up of Civil Systems.;

5)       Provides leadership, mentoring, coaching and career development opportunities to direct reports.

3.        

Key Result Areas:

Duties include, but are not limited to:

·         Leads NFE Onshore Project Team’s successful execution of Civil requirements throughout project life.

·         Drives the EPC Contractor’s Civil deliverables in accordance with the Project Specifications and the Engineering Surveillance Plan.

·         Demonstrates ability to plan and schedule work (short term and long term) and ensures execution of work plan by sub-ordinates.

·         Coordinates Civil technical support for procurement, quality, testing and construction activities.

·         Provides technical advisory support to the NFE Onshore Project Engineering Manager on Civil system design issues.

·         Supports risk management activities as required. Provide overall Civil engineering technical leadership and expertise.

·         Participates in Civil technical specification review and approval.

·         Performs timely review of specifications and documentation to ensure that project schedules are maintained.

·         Stewards EPC contractor's activities with respect to Civil including:

-          Detail Civil engineering

-          Development and design of the Civil system

-          Development of the schedule, recommended deliverables, and labour hour estimate for Civil System.

-          Adherence to engineering and quality surveillance plans including interfacing with Company’s Vendor Quality Surveillance Engineer.

-          Measurement and reporting of physical progress

-          Selection, specification, and inspection of civil components

-          Procurement of Civil bid evaluations, bid tabulations, bid recommendations, etc.

·         Reviews, evaluates and advises the NFE Onshore Project Team and Operating Company staff concerning:

-          Civil specifications

-          Compliance with design methods and safety and security factors to be used in design of project. 

-          Technical bid tabulations for Civil systems

·         Assists NFE Onshore Project Team in meeting QGPMS expectations as required

·         Provides support to implementation of agreed lessons learned.

·         Support implementation of vendor documentation requirements and spare parts requirements.

Knowledge Skills and Experience:

·         Bachelor of Science in Civil Engineering

·         Good written and verbal communication skills.

·         Good technical skills.

·         Technical understanding of state-of-the-art Civil design practices

·         Minimum of twenty (15) years technical experience in discipline with at least ten (10) years demonstrated technical leadership experience in major capital projects.

·         Experience with contractors, vendors, and implementation sub-contractors for Civil Systems

·         Experience in working in Multi-Cultural Environment.

·         Thorough and extensive knowledge of:

-          Civil engineering principles, theories, and concepts

-          Design of LNG Tanks, LNG Berths

-          Design of Buildings

-          Design of large foundations

-          Applicable codes, standards, and trade practices

·         Thorough knowledge and expert judgment in the selection and application of Civil engineering design practices.

·         Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities.

 

 

 

 

 


Part B: Person Specification – Minimum Requirements

Qualifications

 

·         Bachelor of Science in Civil Engineering.

Knowledge and/or Experience

 

 

 

 

 

 

·         Minimum of ten (15) years broad experience in all project phases i.e. engineering, procurement, and construction, with at least five (5) years specific involvement in major Oil and Gas process facilities, preferably LNG design engineering and execution through handover to Owner.

·         Requires demonstrated broad Civil equipment and systems experience (Engineering tools, LNG Tanks, LNG Berths, Buildings, Large foundations, drainage system design) and familiarity with relevant industry codes 

·         Ability to understand and review geotechnical reports, along with interpretations and recommendations.

·         Demonstrated project engineering/reporting skills are of important in this position.

·         Experience with Contractors, vendors and sub-vendors, in particular those involved in the construction of onshore facilities.

·         Demonstrate a reasonable level of the construction knowledge and processes, to ensure that engineering where required takes constructability into account

·         Minimum 5 years living/working outside home country (expat status).

Technical and Business Skills

·         Able to quickly assimilate/understand/interpret the details of the Project Commercial and Technical requirements.

·         Able to review and assess Contractors Change proposals, in terms of cost and schedule

·         Able to review progress reports and recommend solutions to remedy shortcomings

·         Excellent written and verbal communication skills.

·         Excellent interpersonal skills.
