The I&C Engineer is responsible for overseeing the EPC Contractor’sactivities for the design, integration and testing of the NFE Onshore ProjectInstrumentation, Control and Information Management Systems (I&C) inaccordance with the Project Specifications and EPC Contract requirements

The I&C Engineer is responsible for overseeing the EPCContractor’s activities for the design, integration and testing of the NFEOnshore Project Instrumentation, Control and Information Management Systems (I&C)in accordance with the Project Specifications and EPC Contract requirements.The position is responsible for the following activities:  1) Supports Construction during theinstallation and pre-commissioning of these systems; 2) Supports Operationsduring the commissioning, Site Acceptance Testing and start-up of the I&C;3) Stewards all phases of instrumentation engineering; 3) Ensures that theSafety, Quality, Schedule and Cost objectives of the project are met withinhis/her area of responsibility; 4) Stewards instrumentation engineering aspectsof the Project with other discipline leads on the NFE Onshore Project Team andwith Operating Company Specialists as necessary; 5) Provides leadership,mentoring, coaching and career development opportunities to direct reports.

·        Drives NFEOnshore Project Team’s successful execution of I&C requirements throughoutproject life.

·        Monitor’s EPCContractor’s I&C deliverables in accordance with the Project Specificationsand the Engineering Surveillance Plan.

·        Demonstratesability to plan and schedule work (short term and long term) and ensuresexecution of work plan by sub-ordinates.

·        Coordinates I&Ctechnical support for procurement, quality, testing and constructionactivities.

·        Providestechnical advisory support to the NFE Onshore Project Engineering Manager on I&Ccontrol system design issues.

·        Supports riskmanagement activities as required. Provide overall instrumentation engineeringtechnical leadership and expertise.

·        Participates inI&C technical specification review and approval.

·        Participates inHazardous Operations (HAZOP) and SIL reviews.

·        Performs timelyreview of specifications and documentation to ensure that project schedules aremaintained.

·        Stewards EPCcontractor's activities with respect to instrumentation including:

-         Detailinstrumentation engineering

-         Development anddesign of the I&C system

-         Development ofthe schedule, recommended deliverables, and labour hour estimate forinstrumentation

-         Adherence toengineering and quality surveillance plans including interfacing with Company’sVendor Quality Surveillance Engineer.

-         Measurement andreporting of physical progress

-         Selection,specification, and inspection of instrumentation components

-         Procurement ofInstrumentation, bid evaluations, bid tabulations, bid recommendations, etc.

·        Reviews, evaluatesand advises the NFE Onshore Project Team and Operating Company staffconcerning:

-         Instrumentspecifications

-         Compliance withdesign methods and safety and security factors to be used in design ofproject. 

-         Technical bidtabulations for instruments and instrumentation systems

-         Input for shoptests including Integration and Factory Acceptance Tests (FATs)

·        Assists NFEOnshore Project Team in meeting NFE expectations as required, especially inRisk Assessments, Facility Design & Construction and Management of Change.

·        Tracks andreports on implementation of agreed lessons learned.

·        Monitorsimplementation of vendor documentation requirements and spare partsrequirements.

·        Bachelor of Science in Engineering.

·        Good written and verbalcommunication skills.

·        Good technical andsupervisory skills.

·        Technical understanding ofstate-of-the-art control system and information system technology.

·        Minimum of twenty (10)years technical experience in discipline with at least ten (10) yearsdemonstrated technical leadership experience in major capital projects.

·        Experience with worldwidesuppliers of instrumentation, DCS and other digital control, communications,information systems and networked subsystems.

·        Experience withcontractors, vendors, and implementation sub-contractors in instrumentation,communications, DCS and other digital control and networked subsystems.

·        Experience withhierarchical information and control system structure comprised of networkeddigital control, shutdown and control and information subsystems, as applied tomajor onshore and offshore facilities.

·        Experience in working in Multi-CulturalEnvironment.

·        Thorough and extensiveknowledge of:

-         Instrumentation engineeringprinciples, theories, and concepts

-         Applicable codes,standards, and trade practices

·        Thorough knowledge andexpert judgment in the selection and application of Instrumentation hardware.
